Court systems, a system by which citizens can be prosecuted, actively defended, and then be accused of their crime. Punishments could include not being able to buy food from a specific company, or all together, or weapons. Deportation is also an option. The proescutor could accuse the citizen of a crime, and the courts would judge whether or not he is guilty.
