Allow anyone with Citizenship of the region's original owner to fight in an Resistance War, not just citizens of the region's currently occupying nation. This will be more in the spirit of an Resistance War.

Example: If the citizens of Spain wanted to RW Madrid back from France, then any Citizen around the globe with Spanish Citizenship as well as any Citizen currently residing in France should be allowed to participate in a Resistance War.

Perhaps make the cost based on the population of the occupier with the population of the resistance making it cost less.

It would make RWs easier, but not really easy tbh, otherwise they would of won the war if they could beat the country who were attacking. however RWs seem to still be fairly easy to win with Spain, S. Korea and canada winning RWs this month against PEACE.

I think this would be a huge help to level the playing field, and hold the interest of the thousands of displaced and now disenfranchised.
